Laboratory charter

Preface            


The predecessor of the Key Laboratory of Biosystems Homeostasis and Protection of the Ministry of Education is the Key Laboratory of the Ministry of Conservation and Reproduction of Endangered Wildlife, which was established in Zhejiang University in August 2000 with the approval of the Ministry of Education. The lab was renamed Conservation Biology of Endangered Wildlife in January 2010 and Biosystems Homeostasis and Protection in September 2018.            


Chapter I General Provisions            


Article 1 This Statute is formulated in accordance with the requirements of documents such as Measures for the Construction and Operation Management of Key Laboratories of the Ministry of Education, Rules for the Evaluation of Key Laboratories of the Ministry of Education, and Rules for the Construction and Operation Management of Key Laboratories at the State and Provincial and Ministerial Levels of Zhejiang University (Trial Implementation).            


Article 2 The name of the laboratory is Key Laboratory of Biosystems Homeostasis and Protection (Zhejiang University), Ministry of Education. Publishing laboratories are labeled MOE Key Laboratory of Biosystems Homeostasis and Protection in English. The lab domain name is http://bhp.zju.edu.cn.            


Article 3 Laboratories rely on universities as Zhejiang University (hereinafter referred to as schools)            


Article 4 The basic tasks of laboratories are to create favorable conditions for scientific research and academic environment, attract and agglomerate outstanding scholars, postdoctoral students and postgraduates at home and abroad, carry out high-level basic research and applied basic research in the frontier areas of life science, promote the formation and development of new and interdisciplinary disciplines, and cultivate and develop them. Bring up high-level scientific research talents.            


Article 5 The development goal of laboratories is to build laboratories into first-class scientific research centers and high-level personnel training bases of the state, and gradually become excellent key laboratories and national (key) laboratories of the Ministry of Education.            


Chapter II Principal Investigator            


Article 6 The Principal Investigator (PI) system is adopted by laboratory research teams.            

Article 7 As the academic leader of the laboratory, PI must actively participate in the construction and development of the laboratory, consciously strengthen the cultivation of teachers'morality and cultivate people, strictly abide by the professional code of conduct of university teachers in the new era, consciously safeguard the reputation and safety of the laboratory, and promote research teams in teaching and research, personnel training, discipline construction and science. Communication and other aspects play a vanguard and exemplary role.           


Article 8 As the academic leader of the laboratory, PI shall label the published papers with the laboratory as the first unit.            


Article 9 PI should be included in a research direction under the laboratory.            


Article 10 Laboratories shall, depending on the annual construction funds, give certain subsidies and awards to PI's achievements in research, teaching, personnel training and scientific communication.            


Article 11 A PI entry and assessment mechanism shall be established in laboratories.            


Article 12 PI has the freedom to withdraw from the laboratory. I request that I no longer serve as the laboratory PI. I shall submit it it to the working meeting of the director of the laboratory for discussion and report it to the higher management department for the record.            


Chapter III Organizational System and Operation Management            


Article 13 The laboratory shall have one director and several deputy directors, who shall be appointed or removed by the school and submitted to the Ministry of Education for the record.            


Article 14 Laboratories shall have a number of liaison persons and research direction leaders.            

Article 15 Laboratories shall be under the responsibility of directors. The director presides over the work of the whole room and is responsible to the higher authorities. The deputy director assists the director in his work and is responsible to the director. The director may authorize other deputy directors to take charge of (co-supervise) related work according to the needs of the work.            


Article 16 Laboratories shall adopt the system of working meetings of directors and PI congresses.            


Article 17 The working meeting of directors shall be composed of directors, deputy directors, unit liaison persons and research direction directors. The working meeting of directors shall be convened and presided over by the director. When the director is unable to attend the meeting for special reasons, he shall be convened and presided over by the deputy director designated by the director or other office leaders. The decision-making system of directors based on full discussion shall be implemented. Director's daily affairs are handled in the form of network meetings. Its main responsibilities include:            

(1) Development trend of research and analysis laboratories.            

(2) Discussing and deciding on laboratory development strategies, development plans and plans, and major reform and development initiatives.            

(3) To determine the key points of laboratory work.            

(4) Consideration and formulation of the articles of association of the laboratory.            

(5) Consider and adopt important laboratory management regulations.            

(6) Consideration of other matters that should be decided by the Conference.            


Article 18 Laboratory PI conferences are held annually in principle, and their main functions include:            

(1) Listen to the report of the Director of Review.            

(2) To put forward opinions and suggestions on Revising the articles of association of the laboratory.            

(3) Discuss the setting up or adjustment of laboratory research directions.            

(4) Developing academic activities.            

(5) Making other important suggestions.            


Article 19 Laboratories have academic committees. The Academic Committee is the academic guiding body of the laboratory. Its duty is to review the development objectives, research directions, major academic activities, annual reports and open topics of the laboratory. The members of the Academic Committee of the Laboratory are appointed by the school.            


Article 20 The supervision mechanism of laboratories. The work of this laboratory is under the supervision of the Academic Committee and all PIs. In principle, an annual meeting of the Academic Committee and a PI general meeting will be held. The director of the laboratory will report on the development of the laboratory in this year and the development goals in the next year.            


Article 21 Laboratories shall prepare the Annual Report of the Key Laboratories of the Ministry of Education and the Summary Report of the Five-Year Work of the Evaluation of the Key Laboratories of the Ministry of Education on schedule.            


Chapter IV Supplementary Provisions            


Article 22 These Articles of Association shall come into force after deliberation and adoption by the working meeting of the director of the laboratory, and shall be submitted to the school for the record.
